DDoS CAN be blocked, but it HAS to be ISP sided if you are on a home connection, or Datacenter sided if you are on dedicated/co-relo/shared hosting. It's not expensive at all considering it's only a simple filter, but the issue is whether the ISP/Datacenter WANTS to do it as they are usually pricks about it and claim "it'll affect too many users in the area". Sango mostly uses UDP so if you just disable all udp to your home/box's destination ip then you're safe since datacenter/isp routers can take a lot of bandwidth.
