2 things you might need to keep in mind...

on the file "GateServer.cfg"...on the line that says

"Accept = IP"

the place where it says IP is where you put your ip.

and also...your files look a bit different to my files the, the order of the lines are in a different order...what version are these server files? and where can i get them for myself...coz i might have different version server files

I got my server files from a different site...so it may be a older or newer version to yours...when i turn on the surver it says at the top of the window 2.191
