i tryed putting up my own servers...but they say that connection refused by .. my ip

i used this tutorial

geez asslickers.. I can understand that people ask questions about development(c++/c), because everyone codes a bit different, but setting up a HTTP and FTP server, there're a a billiongazilliontrillion tutorials on it...
