Say if I raised primary and secondary drop rate to 100, does that mean they have a 100% chance of always getting a primary and secondary drop rate?
and on the rare drop rate, raising it would make it a higher chance of getting rares?
does the 1, 1, and 45 mean the percentages?

secondary-drop-rate = 1-10000
rare-drop-rate = 1-100
