Free solutions are:
1) Host the PHP's yourself
2) Get a free web host that supports php (however, this is not a good solution because you still need to access the server files and databases)
for solution No.1;
- download web HTTP server software (apache HTTP server is free from www.apache.org)
- install apache
- download php free from www.php.net
- install php
- configer php with apache
- you done!
if you need specific instructions, please post what you need here, and i'll walk you though it

No. Apache is even easier imo, more stable and more secure. All you have to do is drag the php files to the right folder and start the Apache service. How can that be hard?
