It'd be like in hb, you coding your own server files from scratch. They belong to you and there's nothing anyone can do about you coding it. All you do in wow is change a text file to connect so you really don't edit core files. The server files are emus and not stolen from Blizzard. I don't really see how you could get in much trouble with that. They might pull a few strings like "you had to disassemble the client to know how the protocols work" or something, but the files themselves are legal.
